Is the NFL Rigged given all of the evidence and question marks?

I had always heard that the NFL was rigged to favor certain teams. Not to the extent of a Super Bowl berth but to at least win certain games. After watching the Bears this year get flagged for so many penalties that even the announcers (game in and game out) called bull *#$% on. One such example was the week 6 game against Seattle when #38 Manning ran a closing minute kickoff for a touchdown that would have won them the game. A penalty was called on number 50 for holding. He was on the side lines with his helmet off drinking a gatorade and when they did a slow motion replay there was no evidence of the call, says the announcers. Week 17 #13 Knox had his jersey pulled back by Charles Woodson with the ref standing right there in the end zone. He would have had the catch and a TD for the bears but they didn't call the DPI. The way lovie smith did not challenge certain things, the way the bears were insulted all season etc. And the same goes for certain circumstances like the '07 patriots. I do not believe that it's coreographed like wrestling but with all of the question marks throughout history and the evidence that can be brought up it begs the question "is the NFL rigged to serve the needs of certain people?"
