Having trouble making friends?

I'm pretty outgoing when I'm with my friends but I'm way too shy when meeting new people. I'm going to highschool soon and I'm worried about making friends. I went to this feshman kickoff thing and I literally made no friends. I couldn't talk to anybody. I tried a little bit, but I just can't approach anybody. Any hints or suggestions?
