Why has Devin Hester been dormant for 2 years?

He had 2 years with no TD returns, but this year he came out, with a 17.4 punt average and 35.4 kickoff return average, with 3 touchdowns. What was up with him last 2 years. He could have had 20 tds at least and a HOF spot already.
